I love the way proponents of some measure to restrict a right always preface their proposals with avowals of love for the very right that they are restricting.

Ah,yes the "shall we let criminals have guns" straw man,of
course the conflict is not between those who want to pass laws that infringe upon the rights of innocent people to own guns & those who do not,it is between those who want criminals & the certifiably insane to have guns & those who do not.
No the Founders "did not envision" "tens of millions" of AR-15 rifles in the hands of "gang-bangers" ( fn1) that is why both they & everyone in the pro-second Amendment community believe that those who are mentally incompetent ( not "mentally ill" a term that is so broad as to encompass most of the human race) and those who are felons do not have the right to own firearms . So what is Noonan talking about?
What Noonan means is that one may restrict the rights of INNOCENT people to own firearms to prevent guilty people from illegally acquiring them. That is what "gun control" is.
It is obvious that she means that there must be some "give" on the part of defenders of the Second Amendment, so that we may violate the rights of law abiding innocent people. Of course (contra to Cuomo's delusions ) the Founders did in fact envision having Military-type Rifles in the hands of "civilians", they envisioned it because they correctly regarded the Federal Government as a potential threat to our liberties & sought to ensure that the people would have some capacity to rebel against the government if it became a dictatorship.
